Duterte Approves Mandatory ROTC for Grades 11 and 12


The mandatory Reserved Officers Training Corps (ROTC) program that was scrapped in 2002 will be revived under Duterte administration.




During a Cabinet meeting in MalacaƱang on Monday, President Rodrigo Duterte approves to implement the program anew to grades 11 and 12 of senior high school, presidential spokesman Ernesto Abella said.

ROTC, offered then for first year and second year college students, was scrapped under Arroyo administration when campus protests were held in the height of the murder of ROTC cadet Mark Chua, student of the University of Santo Tomas, who exposed illegal activities under the program. 



In order to implement it again, the National Service Training Program (NSTP) law must be amended by the Congress and Senate before the President could certify it. 

Defense secretary Delfin Lorenzana said that the restoration of ROTC could help in instilling the youth patriotism, nationalism, moral and spiritual values, respect for human rights and adherence to Constitution.
