Senate Killed Death Penalty


Amid calls to revive death penalty in the country, the Senate blocked on Tuesday the proposal as it was seen to affect Philippine trade deals and even a violation with international treaties the country has signed before. 



Nine of the senators expressed opposition to the implementation of corporal punishment anew namely: Senators Richard Gordon, Franklin Drilon, Francis Pangilinan, Bam Aquino, Risa Hontiveros, Leila De Lima, Ralph Recto, Antonio Trillanes IV, and Francis Escudero. 

If death penalty will be born to life, the country may incur violation to an international treaty and even with the 1986 Constitution, Senate President Richard Gordon said in the Senate hearing. 

The said treaty must be followed by the state as it was ratified by the Senate and  was signed by then President Gloria Macapagal Arroyo, Senator Franklin Drilon added.  



Drilon projected that disobedience to the provisions of the treaty may scar the relationship of the country to international communities such as to members of the European Union (EU) which provides tariff-free products to the country. 

The economy of the country could be deeply affected if tariff will be imposed again to our goods. 

Our credibility as a nation may be spared if we pushed to violate or withdraw an international treaty. 



Gordon suspended the hearing to wait for the position paper of the Department of Justice on the legality of death penalty. 

Escudero expressed fear that imposing death penalty might be harmful in a society with a poor justice system. The danger of killing an innocent life will be at great risk.

The Senate still needs 13 votes to approve the restoration of death penalty.
