Philippine National Police chief Director General Ronald "Bato" Dela Rosa denied on Monday that President Rodrigo Duterte has been micromanaging him and the rest of the 160,000-strong police organization.
"Hindi ako mina-micromanage ng President. Napakalaki ng tiwala sa akin ng President [I'm not being micromanaged by the President. He has a big trust in me]," Dela Rosa said during a the press briefingat Camp Crame in Quezon City.
Dela Rosa made the statement following a report of the Senate Committee on Public Order and Dangerous Drugs and Senate Committee on Justice and Human Rights investigating of Rolando Espinosa Sr.
The panel apparently stated that the death of the Albuera mayor inside a Leyte prison could not have happned if Duterte did not micromanage the PNP and if Dela Rosa's order to relieve from their posts the group of PNP Criminal Investigation and Detection Group (CIDG)-Region 8 Police Director Marvin Marcos had pushed through.
Duterte admitted last December that he had reinstated Marcos the same day that Dela Rosa supposedly relieved him on October 15, 2016.
Marcos and his group were accused of perjury and murder after the National Bureau of Investigation (NBI) came out with its report that Espinosa's death was the result of a rubout and not a shootout.
Dela Rosa explained on Monday that while Duterte was a hands-on leader, he still allowed the PNP chief to plan, decide and carry out PNP operations on his own.
"Hands on leader siya pero alam niya kung ano ang gagawin ko. 'Pag may nagtatanong sa kanya, sinasabi niya na, 'Bahala na si Bato diyan.' O kaya sa akin sinasabi niya na, 'Bahala ka na mag-decide, alam mo na 'yan,'" Dela Rosa said.
"Bato" added that Duterte has no need to dictate him because Dela Rosa already knew what Duterte wanted.
"I have been working with the President. Alam ko ano 'yong gusto niya, desire niya. Hindi niya ako kailangang diktahan. Nakaprogram na sa utak ko kung ano ang gusto niya," Dela Rosa said.
