Clinton Says 'Implicit Bias' Still Exists in U.S.

Days after two black men were killed by police officers, Hillary Clinton pledged to bring law enforcement and communities together to develop national guidelines on the use of force by police officers.

Clinton also addressed the fatal shooting of five Dallas officers while speaking to a largely African-American audience at the African Methodist Episcopal Church in Philadelphia. She also said that it is important to acknowledge the "implicit bias" in the society and some police departments and, particularly, called on white Americans to empathize with African-Americans.

Clinton said that as president, she would reduce what she said was "excessive violence" as well as reforming sentencing laws and toughening gun control. She also praised the Dallas Police Department and police efforts in general, a statement that earned her a loud applause from the audience.

However, she also emphasized the "clear evidence" of African-Americans more likely to be killed in police incidents than any other group of Americans.

She also made it clear that white Americans also need to join the fight against racism. She said that white Americans need to listen when African-American when they talk and try to walk in their shoes.

Clinton canceled a major rally with Vice President Joe Biden in Scranton, Pennsylvania, after the shootings in Dallas. Clinton and Biden planned to fundraise together in Scranton after the public rally.

Presumptive Republican presidential nominee Donal Trump also canceled his campaign events Friday.
